Who They Were
Colonel Juan Cortez is an exiled Latin American military officer living aboard a luxury yacht in Vice City’s harbor. He’s Tommy’s first real ally in the city — the man who provides early missions, critical connections, and eventually, the answers Tommy needs about who ambushed the drug deal.
Cortez is old-world military aristocracy — polite, formal, and utterly ruthless when necessary. He fled his home country after a coup, bringing his fortune, his soldiers, and his daughter Mercedes to Vice City. He lives on his yacht, surrounded by bodyguards, hosting parties for Vice City’s elite while quietly maintaining ties to the international arms and drug trades.
Through Cortez’s missions, Tommy meets the key players in Vice City’s underworld. Cortez tasks Tommy with protection jobs, courier runs, and eventually, the retrieval of missing military technology. In return, Cortez provides intelligence — confirming that Ricardo Diaz was behind the ambush that killed Victor Vance and cost Tommy his money.
When the French government sends agents to apprehend Cortez for stolen technology, Tommy helps him escape Vice City by boat. In a nighttime naval chase, Tommy mans the guns on Cortez’s yacht, shooting down helicopter gunships while the Colonel sails for international waters. Cortez thanks Tommy, gives him a final gift, and escapes — one of the few characters to survive Vice City with his dignity intact.
Legacy
Cortez represents the international intrigue element of Vice City — the game isn’t just about street-level crime; it’s about global power, exiled dictators, and military technology. His yacht parties capture the excess of 1980s Miami in ways that mansion shootouts can’t.
His escape sequence — defending the yacht from French intelligence helicopters — is one of the most unique and memorable missions in GTA history. It’s a naval battle, a sendoff, and a thank-you all at once.
Could They Return in GTA 6?
Cortez escaped Vice City alive. The Cortez family — particularly through his daughter Mercedes — has deep roots in the Vice City Cuban/Latin American community. In GTA 6’s modern Leonida:
- The Cortez name could carry weight in Leonida’s Latin American community — a legacy family from the ’80s boom days.
- His yacht, or a successor vessel, could be a location in Vice City’s harbor.
- The military/exile angle connects to Florida’s real history with Latin American political figures.
- A “Cortez Foundation” or charity — a legitimate front for old money — would be a perfect GTA 6 easter egg.
