GTA 6’s Wanted System Overhaul: Six Stars, Witnesses, Outfit Changes — and a Criminal Profile That Remembers Everything


For the first time since 2009, the mini-map in Grand Theft Auto VI will track six stars of police heat. But the real story isn’t the number of stars — it’s everything underneath them. Alongside Thursday’s Netflix Extended Look and the hands-off preview wave at Rockstar’s Edinburgh HQ, Rockstar North co-studio head Rob Nelson detailed a Wanted system that now requires witnesses, tracks what you’re wearing and who you’re with, and pairs with an all-new Criminal Profile that remembers how you actually behave in Leonida.

What Happened: Wanted Levels, Rewired

Speaking to IGN, Nelson walked through the new logic step by step. “The Wanted system in GTA 6 requires that someone witness the crime, or an alarm needs to be set off for it to be reported to the law,” he explained. No witness, no cops — the era of police responding to crimes they couldn’t possibly have seen is over.

Once you are spotted, the police build a description of you: what you’re wearing, the car you’re driving, and whether you were seen with another character. “One star is not going to be too difficult to get away from,” Nelson said. “You can see with these little icons on-screen, the police know what we’re driving, so we should just jump out of the vehicle. They also know we’re a couple. You could split up, and that will also help lower the police’s perception of you.”

That opens an entirely new style of escape. Instead of flooring it until you leave a search radius, you can swap vehicles, duck into a busy area and change your outfit, or split up from your partner if the description says “couple.” If you grab a pair of glasses and a baseball cap mid-chase, it helps — but the cops still know your clothes, so you may need a clothing store or a fresh set of threads waiting in your personal vehicle’s trunk. Six stars remains the ceiling, and it’s the classic high-chaos GTA experience; one star is intended to be a survivable mistake.

It’s a return fans have waited more than a decade for. Six stars was the classic ceiling from the original Vice City era through GTA 4, and it last appeared on the HUD in 2009’s Chinatown Wars. GTA 5’s decision to trim the count to five — to streamline the system — became one of the most debated changes in the series’ history, and fans have been asking for the full six back ever since. Leaks in the run-up to the premiere appeared to confirm the return before Rockstar made it official this week.

The witness requirement deserves its own spotlight, because it quietly rewrites how you’ll play. In GTA 5, police could respond to crimes no one saw — NPCs reported you through some invisible network, and the search zone covered the map. In GTA 6, if nobody witnesses the crime and no alarm trips, the law never hears about it. That single rule makes alleyways, masks, and timing matter in a way they never did before, and it pairs with the description system: an unseen crime is a clean crime, right up until a bystander clocks your face and your plates.

The Criminal Profile: RDR2’s Honor System, With Context

Running alongside Wanted is the second major addition: your Criminal Profile. Think of it as Red Dead Redemption 2’s Honor meter grown up — a record of your behavior that shapes how the world reacts to you and how the narrative plays out. The difference is context.

“If you hit and run, commit a crime and run, get into trouble and move on before the cops get there, and you don’t start shooting people, don’t start escalating — which you absolutely can do if you want to — but if you don’t, you’re generally going to be fine,” Nelson explained. “It’s when you go beyond what is necessary on a consistent basis, or you do completely unnecessary stuff consistently, that you may start to sway your criminal profile in a certain direction.”

In RDR2, you could murder an entire family and then rebalance your honor bar by petting dogs and greeting strangers for an hour. GTA 6 won’t let you launder your reputation that way. You won’t be penalized for defending yourself in an altercation or firing back at pursuers — but escalating situations you didn’t need to escalate, consistently, will push your profile somewhere darker. Acts of kindness still count, too, like feeding stray animals. There’s no morality meter to grind; there’s just how you carry yourself, and the world adjusting accordingly.

“There isn’t a right or wrong way to play this game, but consistent actions may have an impact in terms of how the world reacts to you and how the narrative plays out,” Nelson said. One caveat: this is still a game about two criminals. The narrative expects Jason and Lucia to do what they need to do — just without drawing unnecessary attention. “This is not a game where you can be a model citizen.”

The Wanted overhaul doesn’t sit in isolation — it’s load-bearing for half of GTA 6’s new design. Car theft now involves locked doors, key cloners and GPS trackers, and Nelson says three stars in the city is genuinely hard to escape in a vehicle, pushing you into on-foot alley chases. Witness-based reporting pairs with the new Focus vision mode that helps you locate useful items and avoid police. Even the couple structure feeds it: splitting up mid-chase is a real tactic, and the police knowing you’re traveling as a pair makes holding hands a genuine tactical liability. The systems all point the same direction — toward a simulation of consequence rather than an arcade loop.

What This Means for GTA 6

GTA 5 famously trimmed the star count from six to five to streamline the experience. GTA 6 is deliberately reversing that streamline. Between witness requirements, suspect descriptions, outfit swaps, and a Criminal Profile with a long memory, Rockstar is betting that players want friction — that getting away with crime should feel like an achievement, not a formality. It’s the same design philosophy driving the overhauled car theft and the grounded body systems: make the fantasy real enough that mastery means something.
